Wheaton Park District RAMS FLAG FOOTBALL 2007 RULE Field Rules REVISED 7/11/07
The length of the playing field will be a total of 80 yards long, including two 10-yard end zones. The width of the playing field will be 40 yards wide. 9 vs. 9 football. All Players are encouraged to play at least half the game. Ball possession at the beginning of the game will be determined by coin toss.
Game Duration Rules All games will consist of two 25 minute half’s, running clock, with a 5- minute half time. Two (30 second) time-out per half will be allowed.
Player Equipment Rules Arm, elbow, hand, knee or other pads are not allowed. Official equipment consists of the league supplied helmet, jersey, flag belt and mouth guard.
Scoring Rules A touchdown is six points. Extra points are given as follows: one point for a run, two points for a pass. Extra points will be spotted at the 2-yard line. Safeties are allowed and are scored as two points. After a play resulting in a safety, the team scoring the safety will receive possession of the ball on their 15-yard line.
Game Rules There are no kicks of any kind allowed (kickoff, punt). The ball will be taken by the offensive team at their 20-yard line at the start of the game, at the start of the second half and after every touchdown scored. If the offensive team fails to make a first down within their first three downs, they may declare a punt on fourth down. In this case the ball is placed fifteen yard from the line of scrimmage (as if a punt occurred) and possession changes. If the offensive team chooses not to declare a punt on fourth down and they do not make a first down, then possession changes hands at the spot of the fourth down play. Two defensive coaches and two offensive coaches are allowed on the field for each team. A touchdown is six points. Extra points are given as follows: one point for a run, two points for a pass. Extra points will be spotted at the 2-yard line. The Wheaton Park District Rams Flag Playbook must be used for both offense and defense throughout the season. Only the plays listed in the playbook may be used. When the defense is in an off defensive front, the nose guard must allow the quarterback to take two steps away from center before he can rush the center. There must be 4 down linemen, offensive and defensive. Defensive linemen must make contact with the opposing offensive linemen on every snap. Contact means an attempt to engage the offensive linemen for at least a coupe (2) of steps before pursuing the ball carrier. (In other words, TOUCHING and then immediately running around the offensive lineman or through an adjacent gap is NOT the intent of this rule. It is intended that the defensive linemen engage and then attempt to shed the offensive linemen’s block.) All pass plays must be declared. Defensive linemen are not allowed to rush the quarterback for a two thousand count. The count will be administered by one of the official game referees. (NOTE: Pass rushing is not bound by the rule 5.h since the pass rushing linemen are delayed by a two thousand count.) Blitzes of any kind are not allowed. Silent counts are not allowed. Quarterback must say “down, set, . . .” If the ball carrier falls down, the ball is dead at the spot. If a ball carrier loses their flag belt, the ball will be spotted at the spot where the flags dropped. A ball carrier cannot leave their feet for any reason. (No diving/jumping over the end-zone line or diving/jumping over another player.) All defenders MUST attempt to pull the ball carrier’s flag belt. Defenders are not allowed to push a ball carrier out of bounds, attempt to tackle, trip or otherwise take the ball carrier to the ground. A ball carrier is NOT allowed to flag guard. (Using your hand to knock away a defenders hand from your flag belt with your hand on your flag belt is considered flag guarding / holding your own flag.) One bad snap per offensive possession will be allowed without the loss of down. Penalties CAN be declined. NO STIFF ARMING !
Penalties One warning per half will be given to a team for flag guarding. All subsequent flag guarding penalties will be assessed as loss of down and the ball will be spotted at the original line of scrimmage. One warning per game will be given to a team for tackling or taking down a ball carrier without attempting to pull their flag belt. All subsequent tackling penalties will be assessed as 10 yards from the point of the tackle (or half the distance to the goal-line when the infraction takes place 15 yards or closer to the goal-line) and an automatic first down. One warning per half will be given to a team for a ball carrier leaving their feet. All subsequent diving/jumping penalties will be assessed as a loss of 10 yards form the end of the run. After walking off the penalty, it will be determined if the play results in a first down from the original line of scrimmage. If the play does not result in a first down, then the NEXT offensive down will be where the offensive team resumes play. Blocking may only occur above the waist and / or below the head. Infractions will result in a five yard penalty. Defensive pass interference will be called when a defensive player pulls the flags off and offensive player before the ball is caught or obstructs (tackles, pushes, grabs, trips, holds, runs into) the offensive player before or during the attempt to catch the pass. The penalty will be assessed as 5 yards from the original line of scrimmage. Un-sportsmanlike penalty can be called for any of the following reasons: inappropriate language by a couch or player, coaches arguing with another coach or referee, inappropriate comments/language from a parent or any other reason at the discretion of the game referee’s. An offensive team assessed an un-sportsmanlike penalty results in a loss of down and a walk-off of 15 yards from the original line of scrimmage (or half the distance to the goal-line when the infraction takes place 15 yards or closer to the goal-line). A defensive team assessed an un-sportsmanlike penalty results in an automatic first down for the offensive team and a walk-off of 15 yards from the original line of scrimmage )or half the distance to the goal-line when the infraction takes place 15 yards or closer to the goal-line). If un-sportsmanlike penalties are assessed to both teams, then both teams have the penalty assessed when they are on offense (the defensive team has their penalty assessed on their next offensive possession). Two un-sportsmanlike penalties by any one player, coach or parent result in ejection from the game.
Referees Two referees will be provided for each game. The decision of the referee on all penalties and interpretations will be final. Arguing with or attempting to intimidate a referee by any flag coach or parent will not be tolerated.
